In order to further strengthen the prevention and control of African swine fever (ASF) and severely crack down on illegal activities in the pig industry chain, the Ministry of Agriculture and Rural Affairs published Announcement No. 285 which lays out the following 10 regulations:

  1. A suspected disease outbreak must be reported to the local animal husbandry and veterinary department immediately. It is strictly forbidden to conceal, lie, report late, or prevent others from reporting an epidemic situation.
  2. It is not allowed to purchase, traffic, sell or discard any pigs suspected of infection.
  3. Pigs cannot be fed direct food waste.
  4. The ASF vaccine must not be used illegally. Pigs that have been immunized with illegal vaccines and tested positive are considered to be infected with ASF and must be culled without subsidies.
  5. Animal quarantine personnel shall strictly issue certificates.
  6. Pigs must not be transported in undocumented vehicles.
  7. The destination of live pig transportation stated on the animal quarantine certificate shall not be changed without authorization.
  8. The pig slaughterhouse shall not slaughter pigs of unknown origin, without animal quarantine certification, or without complete ear tags.
  9. Sick dead pigs shall not be discarded at will. The animal husbandry and veterinary department shall supervise the collection, transportation and handling of sick and dead pigs.
  10. No epidemic situation shall be handled in violation of regulations. The competent animal husbandry and veterinary department shall scientifically delineate the epidemic points, epidemic areas, and at-risk areas, and timely organize the isolation and blockade of suspected epidemic points.
