The World Organization for Animal Health (OIE) endorsed China’s national control programme for the Foot and Mouth Disease (FMD) at the 7th Plenary Session of the 83rd General Session of the World Assembly in Paris on May 28, 2015. The OIE Director General Dr. Bernard Vallat and President of the World Assembly of Delegates Dr. Karin Schwabenbauer issued the certificate to the Chinese delegation.
FMD is a contagious disease which may cause serious damages to animal health and thus is specified as a notifiable disease by the OIE. China listed it as one of the Category I Animal Diseases. To reduce the impact of FMD on livestock production and international trade, the OIE and the UN Food and Agriculture Organization (FAO) have made FMD control a priority and jointly launched the FMD Global Control Programme. The OIE members are encouraged to work out their respective FMD official control programmes and eradicate FMD progressively. The OIE also regards the endorsement of official control programme as a prerequisite to apply for FMD-free countries/zones with or without vaccination.
MOA applied for OIE endorsement of China’s FMD control programme, and the submissions include the National Medium and Long-Term Plan for Animal Disease Control for 2012-2020 and the Technical Norms on FMD Control. Besides, China has also kept communication with the OIE on control objectives and key measures. At the 83rd General Session, the Chinese delegation replied relevant questions from the Scientific Commission of OIE. Upon the results of strict review, the Scientific Commission concluded that China’s FMD control pathway is reasonable, science-based and feasible, and recognized China’s systems of animal disease reporting, zoning management, emergency response and disposal, and so on. The OIE World Assembly of Delegates adopted the endorsement of China’s FMD official control programme.
