Commission amends the areas with restrictions due to ASF in Poland and Lithuania

After the recent outbreaks of ASF in Poland and Lithuania, the Commission has established new measures restricting the movement of animals and their products as well as changes in the affected regions.

In relation to Poland, given the relatively large distances between the most recent outbreaks which are provisionally ascribed by Poland to the human factor as well as recent epidemiological data and in order to prevent further outbreaks, it is now necessary and proportionate to cover significantly larger regions, as well as specific measures restricting the movement of animals and their products in the areas described in the Annex to this new Commission Implementing Decision (UE) 2016/1770. These measures are justified because of the typology of outbreaks reported in domestic pigs and their underlying causes.

The absence of any outbreak in the most northern areas in Poland needs to be taken into account and Part II of the Annex to Implementing Decision 2014/709/EU should be reviewed. Accordingly, certain areas of Poland currently listed in that Part II should now be listed in Part I of that Annex, according to Commission Implementing Decision (UE) 2016/1771.

In relation to Lithuania, In September 2016, one outbreak of African swine fever in domestic pigs occurred in the rajono savivaldybė of Kėdainiai in Lithuania in an area currently listed in Part II of the Annex to Implementing Decision 2014/709/EU. The occurrence of this outbreak, together with the recent change in the epidemiological situation constitutes an increase in the level of risk that needs to be taken into account. Accordingly, certain areas of Lithuania listed in Part II of the Annex to Implementing Decision 2014/709/EU should now be listed in Part III of that Annex.
