Council of Agriculture Ministers gives green light for CAP reform

The Council of Agriculture and Fisheries Ministers has given the green light to the legislative amendment proposal presented by the Commission to simplify and make the Common Agricultural Policy (CAP) more flexible.

The Council agreed by qualified majority to forward the text with the proposal for the reform of the basic regulation of the CAP to the European Parliament to speed up the procedure so that it can be approved by the Parliament before the end of April, with the aim of publishing as soon as possible in the Official Journal of the European Union (OJEU). The Council has done what is necessary to speed up the procedure so that the main measures can be applied retroactively from January 1, 2024.

A major point of concern for European farmers is their position in the food supply chain. The Commission wants to make changes to the Food Chain Law. Some measures included in the Spanish legislation will be considered in the Commission's proposals. A fair remuneration of farmers and the generation of value must be integrated into the new Community regulations to make compliance binding, instead of being subject to the voluntary nature of a code of good practice or similar.

The Spanish Government has introduced an item on the agenda on new gene editing techniques to boost the competitiveness of European agriculture. This new technological tool will ensure the necessary transition of the food system towards more sustainable and profitable production, especially in today's context of climate change, geopolitical instability, and increased production costs.

The Council of Ministers has also approved the new regulation on Protected Geographical Indications (PGI) that improves and simplifies the registration procedures of these quality distinction systems for agricultural products, wine and spirits.
