Due to the COVID-19 coronavirus situation in Italy, the government published a decree on March 8 with new, exceptional measures to stop the spread of the virus. The document establishes specific provisions restricting movement in the territories most affected by COVID-19 infection (Lombardy region and the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara, Verbano-Cusio-Ossola, Vercelli, Padova, Treviso and Venice). Other provisions apply to the entire country. The provisions adopted are effective from March 8 to April 3, 2020 (with the exception of the various stipulations contained in the individual measures).
Despite the restrictive measures, the Decree does not make provisions for limiting the transport of live animals, feed and agri-foodstuffs or fisheries products.
According to the Spanish National Association of Animal Transporters, the restrictions do not affect the transport of live animals or general transport as long as only loading and unloading procedures are carried out. Transporters will be able to enter and leave Italy without problems, being able to move within the affected areas, provided they ensure to stay as little time as possible.
