European Union: new regulations requiring the control of dioxins in feed

The new regulation provides a specific control of dioxins and dioxin-like PCBs by different operators in the feed chain.

Last week the European Commission published Regulation 225/2012 (EU) amending Annex II of Regulation 183/2005 (EC), laying down requirements for feed hygiene in regard to the approval of establishments that sell for use as feed products derived from vegetable oils and mixed fats, and in relation to specific requirements of the production, storage, transport and detection of dioxins in oils, fats and derived products.
Among other things, the new regulation emphasizes the requirement of a prior authorization procedure for some establishments to use their products or byproducts in the manufacture of feed, the establishment of specific production conditions for facilities and transporters of fats and derivatives, some of whose products are intended for animal feed, and the establishment of a mandatory self-monitoring system for different operators of the feed chain, with a specific control of dioxins and dioxin-like PCBs.
The new regulation take effect as of September 16, 2012 and the results of the more stringent checks will be reviewed within two years.
