European Union – New catalogue of feed materials

Feed information will soon improve significantly, thus further empowering feed users, due to an innovative act of private-sector cooperation that resulted in a Commission proposal. The proposal was endorsed today by the Member States at the Standing Committee for on the Food Chain and Animal Health (SCoFCAH). The private sector worked voluntarily on an important update of the old list of feed materials (Catalogue), which contains less than 200 entries. The new Catalogue will include descriptions of 64 qualifying transformation processes of feed materials (currently only 17 processes, which are essentially used to treat feed, are listed) and almost 600 well-defined feed materials.

The proposal was endorsed today by the Member States at the Standing Committee for on the Food Chain and Animal Health (SCoFCAH). The private sector worked voluntarily on an important update of the old list of feed materials (Catalogue), which contains less than 200 entries. The new Catalogue will include descriptions of 64 qualifying transformation processes of feed materials (currently only 17 processes, which are essentially used to treat feed, are listed) and almost 600 well-defined feed materials.

Furthermore, the new Catalogue clarifies many borderline cases of products whose status has been unclear for decades – a situation causing disruptions to the internal market. Thus, the coverage of the feed materials listed in the new Catalogue is significantly increased and simultaneously the information about their properties is improved. The new feed marketing rules came into effect on September 1, 2010. Introducing the new approach of co-regulation, all interested feed chain partners were given the chance to participate in the updating of the EU Catalogue of feed materials. Thirty-eight EU associations of the feed sector, often competing entities on the market, held many meetings to improve the Catalogue. They presented their joint proposal shortly after the new Regulation 767/2009 entered into force, thus proving their strong commitment in the mandate they received from the legislators and their belief in the added value of the Catalogue's updating. In line with the co-regulation approach, the Commission checked the proposal, did some limited fine-tuning and presented it for a vote in the animal nutrition section of today's SCoFCAH. The draft Regulation received a positive opinion by qualified majority and will now be sent to the European Parliament and Council for scrutiny before the Commission can officially approve it.
