The Mercosur-EU agreement, concluded in December, presents a key opportunity to boost bilateral trade if approved. Santa Fe plays a strategic role, particularly in Argentina’s soybean complex, accounting for 80% of the country's oilseed processing capacity. The EU is the main buyer of Argentine soybean meal, the country’s top export.
Santa Fe leads exports to the EU, contributing 30% of Argentina’s shipments to the bloc and sending 20% of its total exports there. The soybean complex dominates, with biodiesel as another key product. Santa Fe’s annual exports to the EU exceed $2.6 billion, significantly surpassing Paraguay and Uruguay.

The agreement will gradually expand tariff rate quotas for meat over five years. Specifically for pork, a product Argentina typically imports, the EU will open a 25,000-ton quota with a tariff of EUR 83 per ton—much lower than current rates, which can be double.
Additionally, tariff-free quotas for corn and sorghum will increase from 166,667 tons to 1 million tons over five years, improving Argentine agricultural access to the EU market.
