Negotiations between Deputy Head of the Rosselkhoznadzor Yevgeny Nepoklonov and Deputy Head of the State Veterinary and Phytosanitary Service Alexander Verzhykovsky was held on the 19th of August devoted to crucial issues of cooperation between the two countries. The issues were related to food safety of marketed animal products under the conditions of ASF wide spread in Ukraine.

Yevgeny Nepoklonov noted that the Rosselkhoznadzor is concerned about the complex situation on ASF in Ukraine. As for facilitation of trade between the two countries, Yevgeny Nepoklonov stressed that the livestock approaches implemented in Ukraine and Russia are similar in some aspects. In particular, due to ASF cases Ukraine imposed self-restrictions on export of pork products from infected regions to Russia. At the same time, a number of large pork producers with a high biosecurity level still had an access to the Russian market. Currently, the Rosselkhoznadzor expects the State Veterinary and Phytosanitary Services of Ukraine to take equivalent measures to minimize veterinary and sanitary risks associated with unsafe products.

Alexander Verzhykovsky noted that spread of ASF in Ukraine is controlled by the national veterinary services. Each case of the disease is notified to the OIE. A legally binding instruction developed in 2014 for all the Ukrainian regions is implemented to take preventive measures and to control ASF.

The Rosselkhoznadzor asked the Ukrainian colleagues to get familiar with the mentioned Instruction. Alexander Verzhykovsky assured the Rosselkhoznadzor that all the requested information on ASF control measures and investigation into every disease case will be provided to the Rosselkhoznadzor in the nearest future. In order to rapidly exchange up-to-date materials the sides exchanged contacts.

The sides also discussed the necessity to find approaches to prevent illegal imports of products banned in Russia through Ukraine. The Rosselkhoznadzor put forward a proposal that Ukraine should consider a possibility to start joint work in electronic certification of consignments in order to exclude unreliable certification and prevent smuggling. Before the electronic systems of Russia and Ukraine are integrated, the Rosselkhoznadzor considers it reasonable to implement the early warning system. In conclusion, the sides noted that the carried out negotiations had been constructive and they may improve bilateral cooperation in the veterinary field.
