According to the Ministry of Agriculture of Spain, in its foreign news gazette, the Council of State of the canton of Vaud presented the regulations drafted after the disclosure of several cases of animal abuse in 2017. The operators with at less 150 animals shall be subject to a basic training course that will last one day, and those with more than 150 animals to a training course that will last five days. They will follow technical units related to their professional activity, and part of the cost of these training courses will be funded by the canton.

To avoid the risk of animal abuse, the operator or one of its collaborators should carry out two daily controls in each production unit. They will then have to make a note in a specific diary so the authorities can consult it at any moment. A manager will be appointed on each farm, and this will be notified to the Department of Agriculture. If the farm exceeds 1,500 animals, the manager will have a deputy manager. If the regulations are not fulfilled, the fund given shall be returned.
