The European Commission has launched a public enquiry that will last three months to gather comments by the citizens and the interested parties regarding the rural development programmes implemented between 2007 and 2013.
The aim of this broad enquiry is to get a general picture of the strengths and the weaknesses of the rural development policy as a part of the current modernisation and simplification framework of the Common Agricultural Policy (CAP). The gathered contributions will be used to prepare the legislative proposals after the publishing, last November, of the Communication on the future of agriculture and food.
The EU rural development policy’s aim is to help the EU rural regions to face the numerous economic, environmental and social challenges of the 21st century. Frequently called the ‘second pillar’ of the CAP, it complements the direct payment systems to the farmers and the measures to manage the agricultural markets (the ‘first pillar’). Between 2007 and 2013, a budget of €98,000 million was allocated to rural development in the 28 member states, with a budgetary increase by €2,000 million for the 2014-2020 period. The jointly financed projects can encompass from small companies in rural areas to investments in rural tourism and the training of young farmers.
