Issues related to agriculture, rural areas, and the rural population have remained China's top priorities for the sixteenth consecutive year, as shown by the "Central Document No. 1" published by the Central Committee of the Communist Party of China (CPC) and the State Council, which prioritizes the development of agriculture and rural areas.
According to the document, among other aspects, policies aimed at ensuring effective provision of the principal agricultural products, making efforts to ensure that the area of grain cultivation remains stable at 1.65 billion mu (110 million hectares) and that the area of arable land is kept above 1.8 billion mu.
With regard to the pig sector, the document states that pig farming should be resumed more quickly. Ensuring a steady output and supply of live pigs is a crucial task in terms of economics if the production of live pigs is to approach normal levels by the end of 2020. However, this increase in production must be combined with epidemic prevention and control (in clear reference to African swine fever that appeared in the country in August 2018). The document goes on to indicate that measures should also be taken to guide the slaughter and processing of pigs in centralized agricultural areas to gradually reduce the long-distance transport of live pigs. All this is done with the aim of ensuring sufficient supply at a reasonable price.
