This was announced by the Minister of Agrarian Policy and Food of Ukraine, Roman Leshchenko: "In order to prevent a humanitarian crisis in Ukraine, ensure market stability, and meet the needs of the population for critical food products, the Government has established new rules for the export of agricultural products".

In particular, according to the resolution, it is de facto prohibited to export oats, rye, and millet, among other agri-food products.

On the other hand, wheat and wheat-rye mixtures (meslin), corn, and sunflower oil are allowed to be exported under the declaratory license. This means that exports are allowed with the corresponding information to the Government and the issuance of a free license.
