The bulging seen in the area is due to a scrotal hernia.
These hernias are a contamination hazard in the slaughterhouse: to start dressing the carcass, an incision is made in that area which highly increases the risk of contamination of the entire carcass if the intestinal loops inserted into the hernia are accidentally cut.
