2016 China Animal Husbandry Talent Development Strategy Forum which was organized by BI and College of Veterinary Medicine- China Agricultural University jointly was held successfully on November 26, 2016 in Beijing.
The seminar has invited officials, Leaders of Veterinary Research institutes and famous experts in animal husbandry field which included Academician Liu Xiufan of Yangzhou University, Academician Shen Jianzhong of China Agriculture University, Vice Director of Animal Husbandry Department of Ministry Wang Junxun, Director of Animal Disease Control Center Chen Weisheng, Director of China Institute of Veterinary Drug Cai Xuepeng, Director of Military Veterinary Institute of Academy of Military Medical Sciences (Changchun) Qian Jun, Director of Shanghai Veterinary Research Institute, Secretary of the Communist Party Committee of Lanzhou Veterinary Research Institute Zhang Yongguang, Vice Principal of Nanjing Agriculture University Dai Jianjun, Vice Principal of South China Agriculture University, Professor of College of Veterinary Medicine- China Agricultural University Yang Hanchun, Professor of College of Animal Science- China Agricultural University Li Shengli, Director of College of Veterinary Medicine - Northwest A & F University Zhou Enmin, Vice Director of College of Veterinary Medicine- Inner Mongolia Agricultural University Liu Dacheng, Vice Principal of Jiangsu Agri-animal Husbandry Vocational College Zhu Shanyuan, VP of BI Stephan Lange and other 130 experts, leaders and scholarship winners.
The seminar whose theme was Talents Lead Innovation combined the development tendency of Chinese Animal Husbandry to discuss the talent development strategy of Chinese animal husbandry from aspects of policy direction, technology innovation and school-enterprise cooperation.
Current Industry
Talent strategy and industry development are closely related. As a big country of animal husbandry, the tendency of Chinese animal husbandry affect even decide the future missions of practitioners. Deputy Director of Husbandry Department of Agricultural of Ministry Mr. Wang Junxun said that current development of Chinese animal husbandry targeted supply side structural reform and accelerate promotion of modern animal husbandry. During the process, we must face the difficult tasks which included structural adjustment of animal husbandry, standardized and scale production, sustainable development, assurance of fodder, production safety especially feed safety and seed industry of livestock.
Under the macro-background, Chinese animal husbandry still has a long way to go to attach the historic missions. The lack of talents can regard as a constraint especially in the field of veterinarian. Director of Animal Disease Control Center Chen Weisheng explained that the profession of veterinary service was weak and the team quality needed to be advanced. At grass root level, the amount of public veterinary stations reduced gradually, from 45,000 in 1999 to 32,000 in 2014. The amount of staff in veterinary stations reduced from 250,000 in 1999 to 140,000 in 2014. The education certifications of staff were mainly junior school and high school and the commercial service organizations had not developed.
Facing the situation, he thought the key problem was the unclear positioning of public and commercial service organizations and the unsound socialized service market system, top design, laws and regulations. Therefore, we needed to identify the positioning and build market - oriented, professional and diversified service organizations for professionals.
Technology Innovation
Technology innovation is important for industrial upgrading and sustainable development. Dr. Cai Xuepeng, general director of China Institute of Veterinary Drug emphasized the problem and said that technology innovation was the motivation during the supply side structural reform, but there still existed problems in the field of technology innovation of veterinary drug: the lack of innovation ability of enterprises, the lack of originality of the independent intellectual property rights, the trend of product homogenization, unreasonable production structure, the hysteresis of development of new vaccines and so on. Technology advance was the final solution which can changed the structure and ways, strengthened the quality. In a detailed way, we should ensure the direction of veterinary drug innovation, stimulate energy by the reform of innovation system, make the research base on grass root and know what they need and what we should improve, strengthen veterinary drugs production and technology research, learn about the international advanced technology and equipment to improve veterinary drug production and promote the combination of study and research and the transformations of research achievements.
In term of research work, Academician Liu Xiufan of Yangzhou University shared the life course and teaching experience with the new generation of researchers and students. "We should adhere to our choices, love the animal husbandry and veterinary medicine industry; veterinarians are responsible for animal health, human health, which is an important mission -to this point, there is insufficient awareness in public; in term of research, veterinarians should be single-minded, not just follow the trend. If everyone keeps chasing a hot point instead of focusing on one's own direction, this is not a good style of research." At last, he summarized all his feelings and experiences with such words "Honesty, Hard-working, Diligent and Indifferent".
Talent Cultivation
As the theme of the seminar, the heated discussion on talent cultivation can reflected the eagerness of the industry for talents.
Academician Shen Jianzhong of China Agriculture University said that China was now carrying out the strategy of developing the country through science and technology. The industry of animal husbandry and veterinary drug was now in the critical period of transition. We needed to have a large number of researchers which had the courage to innovate and constantly strive to become stronger. We needed to have management talents who can take responsibilities, but we also need to have primary-level staff who were rooted in the first line.
When the attendees discussed about how to cultivate talents, they provided their own advices. At first, in term of the target of talent cultivation, Secretary of the Communist Party Committee of Lanzhou Veterinary Research Institute Zhang Yongguang said that judging from the development of animal husbandry in China and future needs, we should not set uniform standards but change the standard to each of the institutions within different cultural accumulation and expertise, particularly in accordance with social needs to set up different targets for talent cultivation.
Professor of College of Veterinary Medicine- China Agricultural University Yang Hanchun expand on the topic. “Veterinary training should be developed to vocational education. Now we use professional degree to make up for the undergraduate study to solve the problem.”
Academician Shen Jianzhong thought universities and research institutes should be the subject of talent cultivation, enterprises was the location where talents played a role and were examined. Both of them should take responsibility for talent cultivation and development. As a result, it was necessary for enterprises and universities to work together for innovation and talent cultivation.
VP Stephan Lange shared the experience that cooperation with 12 universities on scholarships to promote the talent cultivation. Stephan said that with the rapid development of animal husbandry in China, we need more experienced, more capable, more enthusiastic veterinary professionals to join us. Our goal was to help Chinese farms to produce better and safer animal products. Therefore, we have established scholarships to encourage good veterinary student. From 2006 till now 553 students had been award. We wanted to help them to improve their professional level. Meanwhile, we would strengthen cooperation between schools and enterprises and cultivate talents for industry.
Vice Principal of South China Agriculture University Liao Ming, Vice Principal of Nanjing Agriculture University Dai Jianjun and Vice Director of College of Veterinary Medicine- Inner Mongolia Agricultural University Liu Dacheng shared valuable experiences and provided a valuable reference for the industry on how to upgrade the talent level, how to develop in line with industry needs talent through the teaching reform and practice of the cooperation between schools and enterprises.
Additionally, the award ceremony of 2016 BI scholarship was held on the seminar. 60 students from College of Veterinary Medicine- China Agricultural University, College of Veterinary Medicine- Nanjing Agricultural University, Military Veterinary Institute of Academy of Military Medical Sciences (Changchun), Shanghai Veterinary Research Institute and Yangzhou University got awarded.
